The petitions were carried by 12 Oneida residents and submitted by former Councilman Al Cohen to the Oneida City Clerk on the deadline on Friday, July 21. The fee is not fixed and the amount can change at the council’s discretion. The law has created a new annual sidewalk fee to be assessed against every property owner in the city. The fee is for sidewalk maintenance, whether they live in a neighborhood with sidewalks or not. The council passed a local law on June 6 that created a new fee for every property owner in the city. This program was first-come, first-served until the funds ran out. The program allowed taxpayer funds to pay half the cost. The city at times offered a limited “50/50” program to property owners. Until recently the City Charter said that sidewalk construction and maintenance was the responsibility of the property owners adjacent to the sidewalk unless the damage was caused by a city tree. “We have a $175,000 grant we’re going to try and use instead of an extra tax that some of our people were against,” he said. Third Ward Councilman Rick Rossi said removing the law allows sidewalk improvements while not angering city residents who do not want taxes increased.
